Every time they are making one of those “Best Celebrity Boobs” lists with cleavage-loaded pictures to demonstrate the top spots, Scarlett is definitely in the top 5, if not precisely on number one, disputing the best upper curves throne with other endowed celebs such as Jennifer Love Hewitt or Jessica Simpson.
Well, we can’t actually contradict them on this one, judging by the above photo from Cosmopolitan magazine. In fact, it seem that wherever Scarlett appears, her round curves are the ones in the spotlight. How do you like it?

Versus, would you say scarlette, has skinny legs?. Im always confused about houglasses, are they evenly proportion?

Scarlett’s legs don’t look skinny to me - I’d say they’re slim with curvy thighs (they appear so in the bikini pictures I’ve seen).
Generically speaking, hourglasses have full busts, curvy hips and a small waist. More precisely, the hips and the bust measure the same, while the waist is less than 75% percent of the hips or bust circumferences - e.g. 35 - 24- 35 generally indicates an hourglass (but the hips and the bust must also virtually be the same size, not just measure so). So yes, they’re very proportionate. Their weight goes first to the bust, hips and butt, then to the upper arms and lower abdomen (love handles) and very little weight goes to the lower legs or waist.
